A year later, Louisiana residents living in white neighborhoods have been three times as likely as those in black neighborhoods to seek and get help from the state agency in their disputes with insurers, an Associated Press computer analysis shows.

Perhaps because white people are more likely to know that the agency exists and how one goes about applying for help?

Or maybe white people have more of an expectation that the state agency will actually help them, instead of blowing them off or assuming they signed a contract without understanding it. If there's a perception that the government isn't going to help you no matter how good your claim, it's hard to get your hopes up enough to apply.

If this is how they analyzed the data, it sounds like they didn't take into account that fewer people in low income neighborhoods have insurance in the first place.

That would skew the figures. Of course fewer insurance claims were settled in neighborhoods where there were fewer people with insurance. It doesn't look like that factor was adjusted for in the study. Or was it and I missed it?
