Miami-Dade police say a man stuck a potato on the barrel of a gun, believing the spud would act as a silencer and muffle the shooting of a woman.

I know for sure I saw it on CSI, but that's not saying it couldn't have happened on Law & ORder

It was definitely on CSI, as was a pop bottle used as a silencer. And as everyone knows, if it's on TV it must be true!

I remember in the Batman comic "The Long Halloween", the Holiday Killer used a baby bottle nipple as a silencer. No clue on whether or not that works.
