Breaking news from CNN.
-- There are reports shots have been fired in Rayburn House Office Building across street from U.S. Capitol. Entire Capitol complex is locked down.

Sounds more like it was a Powder Actuated Fastening system - they actually use .22 shells to shoot the fastener into (usually) concrete - it would sound like a gunshot b/c that's what it is.
