Comment: Not sure if you can use this and research it or not. When I lived in Ketchikan Alaska, I was told by locals that there are separate laws during tourist and the "off-season." If you steal a car during tourist season, it's grand-theft auto. During the off-season, if the ferry is NOT in dock, it's only joy-riding because you can't go anywhere but on the island.

I have been to Ketchican and I can imagine what it would be like during the winter. It would be joy riding, where can you go!
