At least he's not boiling people alive like his neighbour in Uzbekistan, Islam Karimov, who happens to be a valuable ally in the war on terror.
I swear, the whole Central Asian area is just so messed up. There has been a running series on the countries there on BBC and it just seems each is worse than the last, although I must say Uzbekistan definitely takes the cake in terms of places I'd avoid at any cost.
The leader of Turkmenistan sounds more like the wacky dictator from Woody Allen's "Bananas".
