Doesn't this apply only if the person in question, claims that the US is still his primary home? If he/she is living in the foriegn country there would be no need to pay Federal Income Tax.
I think it depends upon the country the person is living in, and the employer, actually.

I'm always wondering about a certain part of mindset of those people, and some relatives of them:
While they may have the idea, that some legal stuff makes the American government and the judicial system "illegal", "wrong" and "without rights", they must realize that this "system" has the factual power? They may rightly argue (although, no, they may not, it's silly, but I think you understand) that this is not right and not fair, but they must know, that the US (or most countries for that matter) do not accept "souvereign citizens" of this particular kind within their borders - all have to adhere to the local laws. How can they overlook this little factoid, no matter how wrong they think this is? Or is this some kind of martyrdom?
As for the OP: unless the "some money" receiving "someone" is a lawyer who should argue this case in court, I think it is a scam as well as misleading about law, and in any case they should pay zip to anyone in this matter.
And, if filling a birth certificate was the way hospitals have to act to "get their money", I wonder how doing so would be a bad thing - after all you just showed that the hospital's services are appreciated and therefore should be funded?

It's not for everyone, but I think a tough guy like Rambo could pull it off, surrounding USA with his knife, sneaking up on the US army and slit their throats while sewing up his wounds with fishing line (note that the wounds don't actually hurt him, they only make him angrier and more dangerous).
The only practical way to do it is to find some piece of unclaimed land (which Sealand did) or to find some poor nation that is prepared to sell you some land for the purpose (which is something like Jon Frum tried). Sometimes, it's also possible to just reject the national law and make sure it's too much of a fuzz to force you to comply (which is what Christiania in Denmark did).
