Comment: What do you know about a quote from a speech by Jacques Cousteau at the 1992 "Earth Summit" in Rio? The quote is provided below.
The distribution of birth control devices and the imposition of mandatory abortion practices in the third world countries is now ecologically insufficient and unfairly out of world social balance. The white, upper and middle class females of modern society are too healthy and fertile to be exempted from some imposed regulation of international law or mandate. An American-born child is environmentally too expensive to maintain to his or her adulthood in a world economy. American women must be subjected to some manner of regulation beyond licensing and mandatory abortion practices.
Unconventional and extreme measures must be implemented and enforced by global U.N. mandate as it is deemed necessary. The bodies of these world eco-criminals should be commercially yielded for reintroduction in the world's natural systemic food and nutrient chains, in order to restore a more natural biological balance and order to our Sacred Earth.

I dunno if it's truly attributable to Cousteau, but despite the foolishness of the mandatory abortion and the nonsense about making yuppies into Soylent Green, there's some truth to the statement that "An American-born child is environmentally too expensive to maintain to his or her adulthood in a world economy."

I have strong doubts that M. Cousteau would have said such a thing, whether he believed it or not. The bit about an American [U.S.]-born child consuming a disproportionate share of the world's resources has been documented for at least that long, but I can't begin to imagine his advocating such an outrageous solution.
Also, I find it extremely hard to believe that, had he said such a thing, we'd only be hearing about it now.
When did he die, anyway? Was he even alive in 1992?

Apart from other ecological concerns, wouldn't you think that an oceanographer would want more global warming? More melted icebergs would mean more ocean! Here, I'll get it.

If you google "JACQUES COUSTEAU birth control devices imposition mandatory abortion" you get a couple hundred hits. Most are to sites of very questionable reliability, for example, a lot of "chemtrail" sites. I didn't see a single site I would believe.
As an example, one personal site (http://members.aol.com/poesgirl/populatn.htm) claims it comes from a conference and links to the conferences site. I searched the conference site and can not find the quote.
He died in 1997.

This site has what is apparently the speech that he gave before the UN Conference and is excerpted from the August 1992 Calypso Log. In it, he speaks of different nations' birthrates but none of the pertinent text in the OP is there. Whether or not it is a reliable source, I don't know. I tried to find something to back it up, but can't find an online Log.
