Here is a photo from a National Guard Soldier, who was part of Hurricane Katrina's Task Force 3, that was taken at LB Landry Middle School in the Algiers area of New Orleans. This is the 'standard' the local public schools congratulate their students for making.
This was on the bulletin board put up in the faculty office, congratulating the students (and themselves?) for keeping the literacy level below 25%. Keep up the good work, New Orleans public school system...

I don't know a teacher or administrator that would say, "ON grade level"... it is "AT" grade level.
As much as it would do to believe it to justify general anti-Louisiana feelings, I can't believe that the pic is genuine.

I doubt it's fake, given the info provided by Joe Bentley. The site seems to check out as a legit source of information. If Landry's last posted scores were in the single digits, a posting of 24% represents an increase of 200%, which would indeed be cause for celebration. On the whole, the scores are still abysmal when compared to other schools, but that kind of improvement after limping along for at least the past three years is a strong indication that the school is making some real progress.
