The fan is my computer is having issues. It runs, then slows down or stops, then starts to run again. Is there any way to fix this without replacing the fan or tower?

Did you try cleaning off the dust? That can cause some problems.

Yeah, I have cleaned off the dust. But the fan is still having problems. Not sure if it's the ball bearing or what.

A new fan costs 20 bucks. A new CPU to replace the one that cooked costs...

I don't know how to replce them, I don't have a sprare, and I have no idea where the nearest place to buy one is.

Usually you can order replacement parts on-line and get them very quickly. They will come with installation instructions. Or you might look in the yellow pages of your telephone book. Good luck!

Open the box, remove the bad fan (should be obvious how to do it once you see it), bring it to any computer shop and ask for one like it (although working), reverse the procedure used to remove the old one.
If you are unsure about which fan is bad, start the computer and stick your finger into the fans one by one until the noise stops. They are not powerful, so you will not hurt your finger.

I already know which one isn't working. I opened the side of the computer to see where the squeeking noise was coming from.

OK, which is it? CPU fan (sits on a huge heat sink on the motherboard), power supply fan (sits in the metal box with a lot of wires coming out from it), chassis fan (screwed to the chassi) or graphics card fan (sits on a card in one of the card slots)?
