A St. Paul couple was charged Wednesday with locking the woman's 13-year-old daughter naked in a basement dog kennel as a form of punishment and conducting body searches when they suspected she had found a key and was escaping at night.

Pretty damned pathetic.

my question is about these fines. Several thousand dollar fines for this.

Where does that money go?

Does this child get it to help pay for her future education? Not likely. the government gets it. Really makes me wonder about the why on fines for criminal activity.

Becasue we cant throw people in prison every time they break a law...

From what I heard on teh radio about this, the prosecutors tried to get him with alot worse, but all they can get them is for was something minor (cant remember what). They blame it on the fact that the lawas are very clearly laid out for what you can cahrge a person with or not. They just couldnt be flexable and charge the SOB for harsher crimes.

If the girl wants to sue her parents thats fine, It can be done in a civil court.. The parents are currenty in State court system.

They are charged with "unreasonable restraint of a child". They were trying to charge them with sexual assault. The sad thing is that these people were probably encouraged by Child Protection Services. They investigated charges twice before and found nothing wrong. Maybe they thought that the kennel was for the non-existant dog?
